Conference held in New Delhi from 16th
July to 18th July 2016

The 10th Biennial Conference of
National Audit Federation was held at the National Capital Territory of New
Delhi from 16th July 2016 to 18th July 2016. 79 delegates
from 32 affiliated units attended the meeting. Meeting was co-hosted by Civil
Audit Association (Cat-III), AAOs Association (Cat-II), ESM&SD Audit
Association (Cat-III), ESM&SD Audit Association (Cat-II), P&T Audit
Association (Cat-III) under the Chairmanship of our President Shri. A.K. Das. Though
the meeting was originally planned at Benga Bhavan, the venue was shifted to
Balbavan for convenience of the delegates as most of them were put up at Bal
bhavan and Gandhi Peace Foundation.
On 16th July 2016, Shri Arun
Vidwans, Chief Patron inaugurated the conference by lighting the lamp at 11.00am.
Other Patrons viz. Shri. M.K.
Bhattacharya, Shri. M.S. Rati and Shri. G.C. Parida were also present. “A hand
book for members and leaders of National Audit Federation” compiled by Shri.
A.K. Das was released by Shri. Arun Vidwans. The hand book, priced at Rs.150
per copy, was then distributed to the delegates at a reduced rate of Rs.100 per
copy. The book is now available at our headquarters office in New Delhi for
sale. In the inaugural speech Shri. Arun Vidwans reminded the delegates the
importance of attending meetings and need for updating their knowledge on
various rules and regulations. He also invited delegates to dedicate themselves
to the organizational activities. Shri. G.C. Pareeda, Patron and former
Secretary General, a true Gandhian himself, expressed his delight in staying in
the famous Gandhi Peace Foundation. Shri. Pareeda, author of various books in
Oriya about Mahatma Gandhi was also translated some of Gandhi’s books in Oriya.
He encouraged the delegates to carry out organizational activities for the
benefit of the employees along with their routine official engagements.
After completing the formalities and
registration of delegates, the deliberations started at 2.00pm with the report
of the Secretary General. Since, the Treasurer could not attend the meeting due
to personnel reasons; the Secretary General also presented accounts of the
organization. He welcomed all the delegates and requested them to contribute
creatively in the deliberations. He also reminded the delegates about the weak
financial position of NAF and also submitted a proposal send by the Treasurer
for the easy collection of headquarter quota through check off system. After
discussions the house unanimously passed Secretary General’s report and
Accounts.
Delegates from 32 units discussed various
issues and finalized a charter of demands to be taken up with higher
authorities. The National Executive meeting discussed issues relating to the
departmental as well as common front issues. Issues crept up after the sector
wise reorganization of audit offices, Comprehensive re-structuring of the
cadres in IA&AD, issues relating to SAS examinations, gazzatted status to
Supervisors, reversion from Supervisor cadre, DEO promotion, Unilateral
Transfer etc. were some among them. Delegates were expressed their concern
about the delay in implementation of the 7th Central Pay Commission
recommendations. All the units except Category III, Andhra Pradesh at
Hyderabad, appreciated the stand taken by NAF on the call of the NJCA to go on indefinite
strike from 11 July 2016. House also cautioned the AP unit not to observe such
agitation programmes without the consent and directions of the National Audit
Federation. Former Presidents of NAF

shared their experiences.
The house appointed Shri.P.R. Rajbedi,
Cat-III, Allahabad as the Returning Officer and Shri. Biju M David, SAS
Association, Kerala as Assistant Returning Officer for the conduct of elections
to the Executive Committee for 2016-18.
Notification was issued by the Returning
Officer for election to the top eight executive posts, four Branch Secretaries
and six Zonal Secretaries. Shri. A.K. Das, was declared elected to the post of
President with a majority of 85 percent votes poled. Since no candidates were
filed nomination for the post of branch Secretary (P&T), the same is kept
vacant. Candidates for all the remaining posts were declared elected unopposed
as there were no other valid nominations received. The list of newly elected
office bearers are attached as Annexure 2. The house congratulated all the
newly elected office bearers and extended their cooperation all along during
their tenure.
A joint committee of outgoing and incoming
office bearers was held on 18th July 2016. 12 point charter of
demands (Annexure 1) was finalized for discussion with Dy. CAG. Three
Resolutions viz. (1) Issue of Cadre
restructuring, (2) Review of Sector wise Reorganisation of Audit offices and (3)
restoration of Unilateral Transfer were passed for submitting to the CAG of
India. Three resolutions demanding the government for (1) Payment of all
Allowances in revised rate from the date of implementation of 7CPC
recommendations, (2) Enhancement of insurance coverage with low premium and
Improvement of CGHS facilities were also passed for onward transmission.
The House congratulated the Returning
Officer and the Assistant Returning Officer for conducting a free and fair
election to the NAF executive committee. House also thanked the invaluable
services rendered by Shri. Surajit Ray Choudhary, Cat III Assn., Odisha for
maintaining NAF website and requested the Secretary General to take immediate
necessary steps to restore the same. The general house thanked all host units
for making excellent arrangements for the stay and dine of the delegates.
All units are requested to hold Executive
committee meeting and thereafter G.B. meeting to endorse the charter of demands
and resolutions. They should also send the copies of charter of demands and
resolutions to the C&AG of India through proper channel.
Implementation
of 7th Central Pay Commission
Government has decided to implement the much awaited 7th
Central Pay Commission recommendations with effect from 1st January
2016. Government notification is expected to be issued before 27th
July 2016. It is understood that the demand of IA&AD employees for grant of
GP 5400 after 4 years service in GP 4800 has been included this time. Date of
Annual increment will be on 1st January and 1st July. Disputed
issues viz. fitment formula, minimum
pay and allowances are referred to a sub-committee to study and recommend
within four months. Delay in payment of revised allowances may result in huge
loss to the employees.
Next
National Executive Meeting
Report of
the sub-committee appointed by the Union cabinet is expected in October. Hence,
it is decided to hold the first National Executive meeting of the present
committee at Ranchi on 22nd October 2016 to analyse the pros and
cons of 7CPC after implementation.
